Closing Orders
These orders are used when a flat is in such a poor state of repair that it becomes unfit for human habitation.
When used
These orders can only be used when premises are Below Tolerable Standard. These prevent people from inhabiting the flat, so they can deprive a private landlord of rental income. They are served on owners, or the person who has control of the property, or the mortgagee.
Appeal procedures
You have 28 days to ask for the order to be revoked. You can also give an undertaking to bring the premises up to the Tolerable Standard but must do so within 21 days, unless stated otherwise. In this case, the council can suspend the order.
